The Department of Regional Development, Public Sector Administration and Law staff have been investigating or have solved the following grant projects, strategic, conceptual or analytical documents and specialized studies:
Development Conception of the Local Culture of the Zlín Region 2014-2024 (funded by the Zlín Region)
The team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín led by RNDr. Pavel Bednář, Ph.D. completed the work on the Development Conception of the Local Culture of the Zlín Region in December 2014. In the course of the preparation of this document a database of actors and events concerning the local culture was updated. The following analysis uncovered the strong and weak locations in the Region. Further more an analysis of funding provided to the local culture was compiled using the information about funds coming from the municipal budgets and from the Culture Fund of the Zlín Region, the analysis included good practice examples. Based on the analyses the vision, objectives and priorities of support for the local culture of the Zlín Region were determined together with suggestions concerning the monetary support, links among the actors and promotion of the local culture with regards to tourism.
Analysis of the possibilities of Regionální podpůrný zdroj, s.r.o. on supporting the solution of the commitments of the medical facilities founded by the Zlín Region (funded by the Zlín Region)
The team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín led by doc. RNDr. Oldřich Hájek, Ph.D. completed the work on the above mentioned document in late 2013 and early 2014. The main purpose of the analysis was to investigate and summarily present all important connections related to the possibilities of solving the commitments of the hospitals founded by the Zlín Region resulting from their business activities when purchasing medications, blood and medical supplies using the principles of factoring.
Project Social Services without Frontiers
Tomas Bata University in Zlín contributed as one of the partners to the implementation of the projects Social Services without Frontiers which was co-financed from the Micro-projects Funds of the Cross Border Cooperation Programme Slovakia – Czech Republic. The project was implemented in the late 2013 and early 2014. The main outcome of the project is an analytical study which deals with selected issues of securing and providing of social services with focus on the area of Czech and Slovak borders. Evaluation Model of Business Zones in Relationship with Location of Business Entities in Model Area of Ostrava Microregion (IGA UTB)
Since 2014, the team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín deals with project titled “Evaluation Model of Business Zones in Relationship with Location of Business Entities in Model Area of Ostrava Microregion”. The project is funded from the Internal Grant Agency of the TBU in Zlín and its objective is to create a model assessing the business zones in relation to location of business entities and verify the possibility of its use at the example of Ostrava Microregion. The project is related to other activities of the academic staff and doctoral students at the Faculty of Management and Economics, Department of Regional Development, Public Sector Administration and Law.
Models of Impact Assessment of the Location Factors on the Territorial Development as Part of the Territorial Impact Assessment (RO UTB)
The team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín deals with a grant project titled “Models of Impact Assessment of the Location Factors on the Territorial Development as Part of the Territorial Impact Assessment” in 2014 and 2015. Under this grant project the importance of location factors as determinants of selected development indicators of an area is assessed. The obtained knowledge is further incorporated into suggestion of Territorial Impact Assessment (TIA) models.
Development Strategy for the Wallachian Open Air Museum in Rožnov pod Radhoštěm until 2023 (funded by the Wallachian Open Air Museum in Rožnov pod Radhoštěm)
Since April 2013, the team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín led by doc. RNDr. Oldřich Hájek, Ph.D. has been involved in the processing of Development Strategy for the Wallachian Open Air Museum in Rožnov pod Radhoštěm (VMP) until 2013. The document is aimed at the marketing development of museums with an emphasis on the VMP and it will focus on analyzing its internal environment and development issues. A draft of the Strategy will include vision, objectives and measures for further development of the VMP as well as a draft of Medium Term Development Plan for the VMP, which will develop measures for the years 2014-2018.
Analysis of Services for Vulnerable Families and Children in the Zlín Region (funded by the Zlín Region)
The team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín led by doc. RNDr. Oldřich Hájek, Ph.D. created the Analysis of Services for Vulnerable Families and Children in the Zlín Region in 2012. During the implementation of the project an analysis of the services network for the vulnerable families and children was made as well as suggestion of following steps when providing efficient and accessible network of services for the target group in the Zlín Region.
Development Concept for Physical Education and Sport in The Zlín Region (funded by the Zlín Region)
At the beginning of 2012 selected member of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín worked at defining the Development Concept for Physical Education and Sport in the Zlín Region. The final document is comprised of the analytical part which includes analysis of concepts and analytical documents of the thematic area, legislation and traditions concerning sports in the Zlín Region, trends and their development, as well as the organizations related to sports in the Czech Republic, public administration competencies at various levels of government, sports funding or physical education and sport in the Zlín region. Based on the main conclusions of the analyses a strategic part of the document was created covering development until 2020.
Analysis of Current Systems for Monitoring and Evaluating the Quality and Efficiency of Education II (Czech School Inspection)
Since the beginning of 2013, the team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín led by doc. RNDr. Oldřich Hájek, Ph.D. has been involved in analyzing the quality and efficiency of education by comparing the approaches in OECD countries. Based on the results of this analysis, the concept of evaluating the quality and efficiency of education in the Czech Republic will be proposed, including feasibility analysis.
Development Strategy for the Statutory City of Zlín until 2020 (funded by the Statutory City of Zlín)
In autumn 2011, the team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín led by RNDr. Oldřich Hájek, Ph.D. initiated activities involving the processing of Development Strategy for the Statutory City of Zlín until 2020. The aim of the document is to provide a basic framework for the strategic direction of further development of Zlín over a medium term horizon. At the end of 2012, the final version of the document was completed and subsequently approved by the Zlín City Council. It is available on the website of the City of Zlín.
Marketing and Promotion Development Strategy of Allowance Organizations in the Cultural Field of the Zlín Region 2012-2016 (funded by the Zlín Region)
In August 2011, the team of the Department of Regional Development, Public Sector Administration and Law at the Faculty of Management and Economics of TBU in Zlín led by RNDr. Oldřich Hájek, Ph.D. completed activities involving the processing of Marketing and Promotion Development Strategy of Allowance Organizations in the Cultural Field of the Zlín Region 2012-2016. Within the document, inter alia, a comparative analysis was conducted on allowance organizations in the Zlín Region with institutions of similar type, an analysis of the Zlín Region’s allowance organizations and an analysis of visitors to these institutions. The findings of the analyses resulted in a proposal for strategic measures aimed at the development of marketing of these institutions.
Integrated Strategic Conception of Health Management and the Development of Health Services in the Zlín Region (funded by the Zlín Region)
Since late 2010, the team of the Department of Regional Development, Public Sector Administration and Law under the leadership of RNDr. Oldřich Hájek, Ph.D. has been investigating a project entitled Integrated Strategic Conception of Health Management and the Development of Health Services in the Zlín Region. The project aims to develop a new conceptual document, which will comprehensively address the issue of the development of health services in the Zlín Region. An integral part of the document, also, will be a proposal for the future trend in the development of region-based hospitals. The final version of the concept of the Zlín Region was presented in March 2012. The Department of Regional Development, Public Sector Administration and Law has in this regard closely cooperated with a number of medical, economic and legal experts as well as professionals from other fields.
Analysis of the Convergence Objective of Cohesion Policy in the Czech Republic in the Programming Period 2007-2013 (funded by the IGA TBU)
Since 2011 the team of the Department of Regional Development, Public Sector Administration and Law under the leadership of RNDr. Oldřich Hájek, Ph.D. has been solving a project entitled Analysis of the Convergence Objective of Cohesion Policy in the Czech Republic in the Programming Period 2007-2013. The project is financed by the Internal Grant Agency of Tomas Bata University in Zlín and its aim is to assess the fulfilment of one of the main objectives of cohesion policy – territorial convergence – on the example of the Czech Republic in the programming period 2007-2013. Next to the Department’s academic staff, Doctoral and Master’s students studying degree programmes at the Faculty of Management and Economics, Tomas Bata University in Zlín have been involved in the project.
Analysis of the Budget of the Statutory City of Zlín for 2011 (funded by the Statutory City of Zlín)
The analysis of the Budget of the Statutory City of Zlín for 2011 was prepared at the beginning of 2011 by the team of the Department of Regional Development, Public Sector Administration and Law consisting of Dr. Hájek, Ing. Grebeníček, Dr. Novosák and Dr. Bednář. The analysis was focused mainly on the expenditure aspect of the current budget of the Statutory City of Zlín in 2011. The main aim of the analysis was to provide recommendations for selected budget spending cuts in 2011 and following years. The document contains a draft of possible measures for budget spending cuts, based on both an analysis of the major groups of budget income and expenditure (the so-called “macro-perspective”) and an analysis of the individual departmental budgets of the Municipality of the City of Zlín (the so-called “micro-perspective”). As part of the analysis there are also listed suggestions for systemic measures to improve the overall budgeting process of the city.
Development Conception of Local Culture in the Zlín Region for the Period 2009-2013 (funded by the Zlín Region)
A professional study funded by the Zlín Region was processed by the DRDPSAL staff in the period 2007-2008. The study dealt with mapping the situation of local culture in the model area of the Zlín Region, followed by proposed measures to develop local culture in the region. In the frame of the project a survey of the opinions of participants of local culture was also carried out, both at the level of individual companies and among public administration institutions. The outcome of the study is the Development Conception of Local Culture in the Zlín Region in the Period 2009-2013, which includes the following:
1. Mapping of participants of local culture in the Zlín Region
2. Mapping of local cultural events in the Zlín Region
3. Identification of major issues encountered by participants of local culture in the Zlín Region
4. Proposal for optimization of expenditure to finance the local culture in the Zlín Region
5. Proposal for the increase in involvement of participants and local cultural events in tourism activities
6. Proposal to increase the support of participants of local culture
Grant project WB 32/04 Transport and its Influence on Regional Development (funded by the Ministry of Regional Development)
The grant project funded by the Ministry for Regional Development took place in 2004-2006 under the leadership of Prof. RNDr. René Wokoun, CSc. The project focused on issues of transport services in relation to the partial factors affecting transport services (e.g. residential structure, the distribution of economic activities and public sector activities). In the frame of the project a specific analysis was carried out regarding transport services in the model areas of the Zlín Region and South Western Bohemia, followed by the formulation of conclusions and recommendations. Project outputs are available to interested parties in the monograph WOKOUN, R. et al. rant project VA 20042004003 Optimization of Legal and Economic Environment to Improve the Effectiveness of Performance in Territorial Public Sector Administration (funded by the Ministry of the Internal Affairs)
The grant project funded by the Ministry of the Internal Affairs took place in 2004 in cooperation with the Faculty of Economics and Administration of Brno Masaryk University. The project was aimed at addressing the issues of a public sector organization in relation to the influencing partial factors, particularly the residential structure and economic and legal context. Based on this, a model was designed for optimal territorial structure of public administration performance in the Czech Republic with a special detail for the Vysočina Region and the South Moravian Region.
Mapping, management and financing of local culture in the context of its public support and preservation of the intangible cultural heritage 2023-2027 (Founded by the Ministry of Culture of the Czech Republic)
The Department of Regional Development, Public Sector Administration and Law team at the Faculty of Management and Economics of TBU in Zlín led by RNDr. Pavel Bednář, PhD researching the project where the main objective of the project is to analyse and evaluate the structure of the spatial distribution, management and financing of local culture, including its link to tourism, and to propose measures for its preservation in selected regions of the Czech Republic to ensure permanent, sustainable, systematic and effective care of local culture from the perspective of its financing from public funds while respecting the importance, diversity and richness of the preserved intangible cultural heritage. To fulfil this primary objective, the sub-objectives of the project (DC) were defined: DC 1. To set up a methodology for quantitative mapping at the regional level and, on this basis, to reveal their spatial structure at the municipal level using methods of exploratory analysis of spatial data in geographical information systems. Select municipalities for qualitative mapping of actors and events of local culture in the Zlín and Central Bohemia regions. DC 2. Classify local culture management systems at the level of municipalities in the thematic division of local culture into 2.1 intangible cultural heritage in the sense of care for its preservation to demographic, social and technological nationally specific and global trends and the resulting risks of further development; 2.2 local culture as a tool to support community life. Both cases propose methodological approaches to manage them at the local and regional levels by monitoring the links between the different actors and stakeholders through social network analysis and interview analysis using an embedded theory approach. DC 3. Design and validate methodological procedures for collecting, processing, analysing and setting up local culture funding at the local and regional level. Set up processes to support and evaluate the impact of local cultural events on the economy and public budgets. DC 4. To verify the proposed methodology on case studies of selected regions before their certification.
Regional development and public policy under creative economy: Mapping, knowledge sharing and management of New Working Spaces in the Czech Republic 2020-2023 (Funded by the Ministry of Education, Youth and Sports of the Czech Republic)
The Department of Regional Development, Public Sector Administration and Law team at the Faculty of Management and Economics of TBU in Zlín led by RNDr. Pavel Bednář, PhD completed the project, which was aimed to terminologically conceptualise and map new working spaces in the territory of the Czech Republic and then analyse knowledge sharing within these new working spaces, ways of their management about gender and social inclusion, evaluate their economic performance, including identification of the tools for their public support in the context of the creative economy and strategic and spatial planning of cities and regions. The following objectives were in breakdown into individual stages 1) To set the terminology of NWS; To carry out quantitative mapping of NWS in the Czech Republic, i.e. to identify NWS structure, spatial distribution at the macro and micro level, and spatial patterns of localisation and co-localization with creative and cultural industries and other amenities; 2) To discover, analyse, internationally compare, evaluate and conceptualise knowledge sharing and transfer both within NWS and across the local or regional business ecosystem while discovering its impact on innovation performance as compared with micro-enterprises of creative and cultural industries that not participating in the activities at NWS; to identify, test and set indicators and ways to measure non-financial and financial economic performance of NWS; to discover and conduct international comparisons of NWS management practices about gender equality, along with NWS’s impact on work-life balance and women’s social inclusion, to identify opportunities and barriers to women’s participation in NWS; 3) To identify measures to support NWS in the context of regional innovation systems and innovative governance of municipalities and regions in the Czech Republic and compare based on experience from other Cost Action member countries; to identify, analyse, evaluate impacts, conceptualise case studies of NWS-led urban regeneration in the Czech Republic, and compare them with selected examples from other Cost Action member countries.
Design of a Model of Metropolitan Areas in the Czech Republic affected by depopulation 2020-2022 (Funded by the Technology Agency of the Czech Republic)
The Department of Regional Development, Public Sector Administration and Law team at the Faculty of Management and Economics of TBU in Zlín led by RNDr. Pavel Bednář, PhD completed the project aimed at socio-economic applied research in the target group of Generation Z, born from 1991 to 2010. The aim was to identify factors for which the youth left certain parts of Czechia. The Karlovy Vary Region, the medium-sized city of Zlín, and Jeseník municipality, with extended power, represent the research team. Thus, all represented regions are affected mainly by depopulation. Hence, the results were disseminated at all levels of the territorial-administrative severance. The project results were twofold: 1) for municipal representatives in the form of a metropolitan area model transforming public space and services to the needs of young people; 2) for SW application that offers identified needs for business cases with verified demand in each region.
Behavioral Approaches to Evidence-Based Decision Making in the Smart Cities Concept

The practical application of so-called evidence-based decision making, which relies on knowledge, scientific studies, and research, is currently relatively limited at the level of local governments in the Czech Republic. Although evidence-based decision making is an essential part of various strategic documents, its practical application remains a challenge. The aim of the project is to verify new tools and approaches to data- and knowledge-based decision making in various agendas through collaboration with specific cities. The project’s findings will be summarized in various outputs such as a methodology, an educational course, or a database of best practices.
